Tinubu Orders Ministries, Agencies To Deepen Digital Transformation In Public Service

President Bola Ahmed Tinubu on Wednesday directed all Ministries and Extra-Ministerial Departments to sustain and deepen digitalised work processes, while mandating agencies of government to adopt technology-driven systems across their internal operations and service delivery platforms.

The President said the public service must move beyond outdated manual systems and embrace faster, transparent and citizen-focused governance mechanisms.

Speaking at the opening ceremony of the International Civil Service Conference 2026 in Abuja, Tinubu, who was represented by the Secretary to the Government of the Federation (SGF), Senator George Akume, declared that inefficient bureaucratic practices could no longer be accommodated in an era increasingly shaped by technology and digital innovation.

“Accordingly, all Ministries and Extra-Ministerial Departments are hereby directed to sustain and deepen their digitalised work processes. Agencies are also directed to adopt digitalisation across their internal operations and service delivery systems.

“The era of manual inefficiency must give way to a culture of speed, transparency, data-driven decision-making and citizen-centred service,” the President said.

Tinubu said the directive forms part of the broader public sector reform agenda under his administration’s Renewed Hope programme aimed at building a more responsive and efficient Civil Service.

According to him, the Nigerian Public Service has in the last eleven months moved beyond policy declarations and planning into measurable outcomes despite prevailing domestic and global challenges.

“The theme of this year’s conference, ‘Reforms, Resilience and Results,’ is not just a slogan; it is a statement of intent and a measure of our progress,” he said.

The President described public servants as the “engine room of national transformation,” noting that effective implementation remains central to achieving the objectives of government policies.

He said the Federal Government had continued to modernise operations within the Civil Service, pointing to ongoing digitalisation efforts across government institutions.

Tinubu disclosed that 38 Ministries and Extra-Ministerial Departments are already operating on secure, paperless and end-to-end electronic workflow systems.

“When we spoke of digitalisation in 2025, some may have considered it an ambition for the distant future. Today, with 38 Ministries and Extra-Ministerial Departments operating on a secure, paperless and end-to-end electronic workflow system, we are sending a clear message: Nigeria is building a public service that enables progress,” he said.

He added that government was also strengthening institutional capacity through the Personnel Audit and Skills Gap Analysis initiative, which he authorised during the previous conference and which he said was nearing completion.

According to the President, the exercise would help identify competency gaps, strengthen workforce capacity and ensure appropriate deployment of personnel equipped with relevant digital skills.

Tinubu also linked the public sector transformation drive with the administration’s wider digital infrastructure strategy, referencing Project BRIDGE (Building Resilient Digital Infrastructure for Growth), which he recently highlighted at the Africa CEO Forum in Rwanda.

He said the initiative was intended to provide the infrastructure backbone needed to drive innovation, improve public service efficiency, create jobs and expand digital access across the country.

The President commended the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, for her leadership in implementing the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025.

He specifically praised the deployment of innovative tools, including Service-Wise GPT, describing it as evidence of what could be achieved through effective leadership and institutional commitment.

Tinubu also acknowledged the contributions of Ministries, Departments and Agencies, saying their collaboration had sustained momentum in the country’s public service reform journey.

He urged participants at the conference to focus on producing practical outcomes capable of making reforms permanent and strengthening accountability mechanisms across public institutions.

“This conference must therefore serve as a results laboratory. It must challenge us to ask hard questions: How do we make reform irreversible? How do we strengthen accountability?” he said.

The President thereafter declared the International Civil Service Conference 2026 open.
