The House of Representatives Ad-hoc Committee investigating the controversial Presidential Foreign Investment Promotion Council (PFIPC) on Monday said it had uncovered about 29 allegedly forged government documents linked to the operations of the unestablished agency.
This is as the committee directed the Inspector-General of Police to produce its self-acclaimed Director-General, Prince Adeyemi Adeniyi, before lawmakers within 48 hours.
The committee, chaired by Rep. Yusuf Gagdi, issued the directive during the resumed investigative hearing at the National Assembly in Abuja after hearing evidence from the Nigeria Police Force.
Representing the Inspector-General of Police, Assistant Commissioner of Police Bashir Abdullahi disclosed that the police had already filed an eight-count charge against Adeyemi before the Federal High Court following investigations initiated by petitions from the Office of the Chief of Staff to the President.
He, however, cautioned lawmakers against demanding disclosures that could prejudice the ongoing criminal investigation and court proceedings.
“The Nigerian Police Force investigated part of this case late last year and filed eight-count charges before a Federal High Court. The case is ongoing,” Abdullahi said.
He explained that Adeyemi had already been arrested and arraigned, stressing that the police would avoid making statements capable of influencing judicial proceedings.
Despite the caution, the committee sought confirmation of documentary evidence already before it.
The police confirmed receiving a petition dated October 17, 2025, from the Office of the Chief of Staff to the President alleging that Adeyemi fraudulently presented himself as the Director-General of both the Presidential Economic Advisory Council and the Presidential Foreign Investment Promotion Council.
Investigators also confirmed another petition accusing Adeyemi of using the purported office to secure accommodation at the Federal Secretariat, seeking approval to recruit about 300 personnel, attempting to obtain a N1.3 billion allocation in the 2026 Appropriation Act for the non-existent agency and planning to organise a World Investment Summit under the platform of the council.
One of the highpoints of the hearing was the committee’s examination of signatures on documents allegedly issued from the Office of the Chief of Staff to the President.
When lawmakers asked whether the signatures matched authentic official correspondence already verified by investigators, the police witness responded: “They are not the same.”
Reacting, Gagdi said the findings had strengthened suspicions that official State House documents were forged.
“So, it is not only a letter that was suspected to be forged? We are dealing with documents that include what is said to be a forged Act of the National Assembly in an attempt to establish a fake agency,” he said.
The lawmaker disclosed that the committee had so far identified about 29 allegedly forged documents, including purported approvals from the State House, the Office of the Head of the Civil Service of the Federation, the Office of the Secretary to the Government of the Federation, the Federal Ministry of Finance and several other government institutions.
According to him, representatives of many of the affected agencies had already appeared before the committee and disowned the documents purportedly issued from their offices.
Gagdi noted that the committee had deliberately refrained from compelling the police to disclose sensitive information that could undermine ongoing investigations.
“We are avoiding a situation whereby they will be pushed to make statements that will undermine their ongoing investigation,” he said.
The committee chairman subsequently ruled that the Inspector-General of Police should produce Adeyemi before the panel by 12 noon on Wednesday.
“This committee clearly needs the suspected DG to appear before this committee. People’s names are involved. People’s integrity is involved. Institutional names are involved. Institutional integrity is involved.
“It is not an option now. We will need him here to confirm some documents to us in such a way that will not undermine our investigation to enable us to submit our report on time,” Gagdi stated.
The committee is investigating how the PFIPC, despite not being legally established, allegedly secured office accommodation in the Federal Secretariat and obtained a ₦1.32 billion allocation in the 2026 Appropriation Act.
