BREAKING: Senate Adopts Electronic And Manual Transmission Of Election Results

 

The Senate has voted to rescind its earlier position on results transmission as reflected in the Votes and Proceedings.

The Senate’s revised Clause 60(3) now permits electronic transmission of results from each polling unit, provided the system does not fail. It also stipulates that Form EC8A shall remain the primary source of election results.

Senate decided that the Presiding Officer shall electronically transmit to the iRev portal after being signed and stamped by the Presiding Officer and countersigned by Polling Agents present. If it fails due to communication, the form EC8 after being signed by the PO and the Polling Agents, shall be in such a case be the primary case of evidence.

This outcome still differs from the House of Rep’s version of the Electoral Bill which includes “real time transmission”. The call is for the Conference Committee to adopt the House of Representatives version.

Our correspondent reported that protest broke out on Monday at National Assembly main entrance after protesters stormed the centre area at about 9:30 a.m. to demand passage of the Electoral Amendment Bill, which provides for the real-time electronic transmission of results from polling units and is currently under consideration by the Senate.

The senate has also called for emergency meeting over the electronic transmission of election results clause in the electoral reforms bill.

During the plenary, Senator Enyinnaya Abaribe called for individual voting during the Senate’s emergency plenary session, amid growing controversy over amendments to the Electoral Act, citing Senate rules which state that “any Senator may challenge the opinion of the President or the Chairman by claiming a division.”

Senator Mohammed Tahir Monguno, Rep Borno North Senatorial district, moves motion to rescind the decision of the senate as regards Clause 60, Subsection 3, of the bill, which relates to the electronic transmission of election results.

The proposal, however, sparked an uproar on the Senate floor, particularly over the reliance on Form EC8A as the primary source of election results, where disputes arise.
