The Association of Senior Civil Servants of Nigeria (ASCSN), Kwara State Internal Revenue Service (KWIRS) Unit, has threatened to embark on an indefinite industrial action over the alleged failure of the agencyโs management to implement its salary review proposal and address other workersโ welfare demands submitted more than six months ago.
In a letter dated October 15, 2026, and addressed to the Executive Chairman of KWIRS, the union issued a 14-day ultimatum to the management. It warned that workers would embark on a warning protest and, subsequently, an indefinite industrial action if their demands were not addressed.
The letter, signed by Adam M. Ibrahim, Secretary of the ASCSN KWIRS Unit, was titled, โFormal Notification of Warning Protest and Total Indefinite Industrial Action: 14-Day Ultimatum Over Non-Implementation of Union Proposal Submitted Over Six (6) Months Ago and Other Requests.โ
The union expressed dissatisfaction with what it described as managementโs failure to respond to its comprehensive salary review and welfare proposal submitted on April 2, 2026, to cushion the effects of prevailing economic hardship on its members.
According to the letter, the proposal was intended to improve workersโ salaries and welfare conditions amid the rising cost of living.
The union said that during a meeting with representatives of its state branch on May 14, 2026, the management promised to review the proposal and other demands and subsequently communicate its position. However, it said the management had yet to respond as of the date of its latest letter.

In that correspondence, the union reportedly warned that any salary increments implemented without its knowledge, involvement and participation would be unacceptable to its members.
Reiterating its position, the association insisted that its members would vehemently reject any salary increment or adjustment carried out without the unionโs involvement and consent.
Among its outstanding demands, the union called for the implementation of gratuity payments for all retiring staff and the proper placement of workers based on their grade levels, appropriate nomenclature and years of service. It also demanded a review of the promotion procedures.
The association wants promotions to take effect on January 1 of every year rather than on irregular dates.
It also called for a clearly defined promotion timeline, proposing that senior officers spend three years on a grade level, while assistant directors and officers above that rank should spend four years before promotion.
Other demands include the provision of official status cars for principal managers and officers above that rank, as well as an increase in annual leave for senior staff from the current 22 working days to 30 working days.
The association said the demands were aimed at improving staff welfare, ensuring fairness in career progression and addressing longstanding concerns affecting its members.
Expressing frustration over the alleged failure to address their concerns, the union said its members could no longer continue generating revenue for the state while struggling with poor living conditions.
โWe remain committed to the growth and progress of the Service but we can no longer continue to generate the wealth of the State while we wallow in abject poverty,โ the letter stated.
The union said it was issuing the 14-day notice in accordance with existing labour laws, describing it as a formal warning to the management to address its concerns before the ultimatum expires.
It also attached a copy of a resolution from a meeting between KWIRS management and the ASCSN KWIRS Unit held on October 11, 2022, concerning staff salary review, for reference.
According to the letter, other stakeholders, including the ASCSN Kwara State Branch, were copied for information and record purposes.
The association ended its letter with the solidarity declaration: โAn injury to one is an injury to all!โ
