FULL LIST: Lagos 7 New Laws And Their Commencement Dates

The Lagos State Government has released the operational dates for seven newly signed laws, following their passage by the State House of Assembly and assent by Governor Babajide Sanwo-Olu.

The laws, aimed at strengthening institutional reforms and improving governance, are set to address key areas such as emergency response, consumer protection, justice, and local government administration.

Here is a breakdown of the seven laws and their official commencement dates:

Effective from February 19, 2025:

1. Lagos State Fire and Rescue Service Law
This law creates a legal framework to enhance fire safety, emergency response, and rescue operations across the state. It sets out the duties, structure, and operational scope of the state’s fire and rescue services.

2. Lagos State Law Enforcement Training Institute Law
The law formalises structured training and certification programmes for personnel in law enforcement and regulatory agencies. It is designed to improve professionalism and accountability among officers.

3. Human Organ Harvest and Tissue Transplantation Law
This legislation regulates the donation, harvesting, and transplantation of human organs and tissues. It also criminalises illegal organ trade and sets penalties for violations.

4. Consumer Protection Agency Law
With this law, Lagos establishes a dedicated agency tasked with enforcing consumer rights, addressing complaints, and ensuring fair trade practices across goods and services sectors.

5. Victim Assistance and Witness Protection Law
The law provides for systems to support victims of crime and protect witnesses involved in judicial processes, with the goal of encouraging public cooperation with law enforcement.

6. Local Government Administration Law, 2025
This law seeks to reform the operations of local governments in Lagos State. It defines clearer administrative roles and aims to improve efficiency, transparency, and accountability at the grassroots level. It has, however, attracted criticism from some civil society organisations.

7. Lateef Jakande Leadership Academy Law, 2025
Named after the late former governor of Lagos State, this law establishes a leadership development programme for young professionals, focusing on grooming future leaders for the public sector.

The state government says these timelines are intended to allow adequate public sensitisation and institutional preparation. Ministries, departments, agencies, and the general public have been advised to take note and ensure full compliance once the laws take effect.
