Reps Fume As Agriculture Funds Records Vanish; Auditor-General, Ministers Summoned

The House of Representatives Ad-hoc Committee probing agricultural subsidies, intervention funds, grants and aids has summoned the Auditor-General of the Federation as well as the Ministers of Finance and Agriculture over what it described as serious accountability lapses in funds allocated to the sector between 2015 and 2025.

The summons came after the committee expressed dissatisfaction with the incomplete documentation and missing audit reports presented during its resumed hearing at the National Assembly on Tuesday.

The committee chairman, Jamo Aminu, criticised the Office of the Auditor-General for failing to provide detailed audit records on several agricultural subsidy and intervention programmes carried out over the past decade.

Aminu explained that the probe forms part of the Houseโ€™s constitutional oversight duty to ensure transparency in public spending, particularly at a time of soaring food prices, worsening food insecurity and increasing concerns about the impact of repeated government intervention schemes.

He stressed that lawmakers expected full audit reports that would allow them to trace how funds were released, spent and what results were achieved in programmes meant to boost food production, support farmers and strengthen national food security.

โ€œWe cannot effectively conduct this investigation without proper audit records. These funds cover a decade and involve vital national programmes,โ€ Aminu said, adding that accountability must remain a priority.

In response, Mohammed Adamu, a Deputy Director in the Auditor-Generalโ€™s office, told the committee that delays in completing the audits were largely due to the Federal Ministry of Agricultureโ€™s failure to provide key documents.

Adamu said repeated requests had been made for records relating to agricultural subsidies, grants and intervention programmes, but cooperation from the ministry had been insufficient.

โ€œThe primary source of these documents is the Ministry of Agriculture. Without them, concluding the audit process has been difficult,โ€ he noted.

He also advised the committee to widen the investigation to include both the Ministries of Agriculture and Finance, pointing out that both agencies play major roles in releasing, managing and supervising the funds.

Following the discussions, the committee directed the Auditor-General, along with the Ministers of Agriculture and Finance or their representatives, to appear before it on February 3. Lawmakers warned that failure to comply could attract legislative sanctions as provided under the powers of the National Assembly.

Meanwhile, the House of Representatives, which resumed plenary on Tuesday after the Christmas and New Year break, pledged to focus on major reforms in 2026, including amendments to the Electoral Act, constitutional reviews and strict examination of the 2026 budget.

Deputy Speaker Benjamin Kalu stated this during plenary, which began with a valedictory session in honour of three late lawmakers: Godiya Akwashiki, Okechukwu Ezea and John Kojo-Brambaifa.

Kalu assured Nigerians that Electoral Act amendments would remain a top priority in 2026, with outstanding issues addressed to ensure smoother future elections.

He added that the House would also revisit key constitutional provisions and work toward translating the Federal Governmentโ€™s Renewed Hope Agenda into practical benefits for citizens.

The Deputy Speaker further promised that the 2026 budget would undergo thorough scrutiny to guarantee effective governance and sustainable national development.
