FLASH: FG Approves Construction Of Three New Refineries

The Federal Government, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority, has announced the approval of licences for the construction of three new refineries.

The NMDPRA, in a post on its official X handle on Friday, said the new facilities will add 140,000 barrels per day to Nigeria’s domestic refining capacity.

It was noted that a 100,000 bpd refinery license was granted to Eghudu Refinery Ltd in Edo State, and a 30,000 bpd refinery license was granted to MB Refinery and Petrochemicals Company Ltd in Delta State.

The third company, HIS Refining and Petrochemical Company Ltd, got a 10,000 bpd refinery license to refine petroleum products in Abia State.

“The Authority Chief Executive, Engr. Farouk Ahmed presented a License to Construct a 100,000 bpd refinery to Eghudu Refinery Ltd in Edo state, a License to Establish a 30,000 bpd refinery to MB Refinery and Petrochemicals Company Ltd in Delta state, and a License to Establish a 10,000 bpd refinery to HIS Refining and Petrochemical Company Ltd. in Abia state.

“These Licenses, which would add 140,000 barrels per day to Nigeria’s domestic refining capacity, were presented to the MDs of the companies,” the post read.

Earlier this year, the authority gave a license approval to MRO Energy Limited, an energy company for the construction of a 10,000 barrels per stream day refinery at Imode In Ughelli, Delta State.

This development comes two months after the authority granted a licence to Process Design and Development Limited to establish and construct a new 27,000 barrels per day refinery in Dole-Wure, Akko area of Gombe State.

The latest development signifies that Nigeria now has about 14 modular and regular refineries, adding to the nation’s refining capacity.

Earlier this year, the Petroleum Products Retail Outlets Owners Association of Nigeria announced a collaboration with its partners to establish a new refinery with an initial capacity of 50,000 barrels per day.

However, despite this increase in the number of refineries, most of them remain moribund, with many not functioning at full capacity or efficiently.

Another challenge is the allocation of crude oil. Recently, local refiners accused the regulator of failure to allocate sufficient crude oil to local refineries, preventing domestic refiners from reaching their full production potential. They accused the regulators of preferring to issue licenses to import petrol.
