‘Dr. Dennis Otuaro Killed My Only Daughter By Withholding My Payment’, Grieving Mother Cries For Help, Appeals To President Tinubu

A heartbroken Nigerian woman, Mrs. Success, a contractor with the Niger Delta Presidential Amnesty Programme, has made an emotional appeal to President Bola Ahmed Tinubu and First Lady Senator Oluremi Tinubu for urgent intervention, alleging that her only daughter died of cancer due to her inability to pay for critical treatment, a tragedy she blames on the prolonged withholding of payment for a completed government contract.

Speaking from her office, Niger Delta Amnesty programme, No 37A Nile Street, Maitama, By maitama police station, Abuja, FCT, Nigeria, Mrs. Success released a video on June 4, 2025, detailing her harrowing ordeal.

In the footage, she accuses the current Administrator of the Amnesty Programme, Dr. Dennis Otuaro, of gross negligence and deliberate inaction, which she says ultimately led to her daughter’s death.

Dr. Dennis Otuaro has killed my only dauther and dauther of Mrs Ebi Tinubu who is the biological mother of the diseased, by refusing to pay me for a project I completed long ago, she said tearfully. I am being owed over ₦400 million, yet I could not raise ₦9 million to treat my daughter’s cancer. She died yesterday.

According to Mrs. Success, the Presidential Amnesty Programme originally operated on a system where contractors received 30% of the contract value upfront as mobilization, with the balance paid upon completion.

However, in 2015, that policy changed under a new leadership, reportedly a university professor, who mandated that contractors would only be paid 100% after full project completion, without any upfront mobilization.

As a result, many contractors were forced to borrow from financial institutions at high interest rates to execute their contracts. The delays and non-payment have had devastating consequences.

Some of us have lost everything, properties have been seized, many are battling life-threatening illnesses due to the stress and debt burden. Some have even died. This programme has turned from hope to heartbreak, she said.

Mrs. Success emphasized that despite repeated assurances from Dr. Otuaro, including a promise made in January 2025 to release the long-overdue payments, no funds have been disbursed. She said the excuse given was that the National Security Adviser (NSA) had yet to authorize the release.

It’s been nothing but endless promises and shifting blame. Meanwhile, our lives are falling apart, she lamented.

The grieving mother is now calling on President Tinubu and the First Lady to urgently investigate the matter and ensure that justice is served. She is demanding accountability from Dr. Otuaro, accusing him of contributing to her daughter’s death through gross negligence and official irresponsibility.

President Bola Tinubu, Mama Oluremi Tinubu, I am begging you, help me. Help all of us contractors who are suffering. Help my family heal from this unimaginable loss. My child didn’t have to die, she pleaded.

Dr. Dennis Otuaro must be held accountable. His refusal to pay us is criminal, and it has cost me everything.

In addition to her call for justice, Mrs. Success is demanding the immediate removal of Dr. Dennis Otuaro as the Administrator of the Amnesty Programme. She is also calling on the Economic and Financial Crimes Commission (EFCC) to launch a full-scale investigation into his activities, probe all outstanding payments and financial records, and prosecute him to the fullest extent of the law.

This man must be removed from office immediately. He should be investigated by the EFCC, and if found guilty, he must be jailed. He has misused his office, destroyed lives, and should not be allowed to continue in that position, she stated.

In conclusion, Mrs. Success appealed directly to the President:

Mr. President, please make urgent plans to pay all of us contractors. We have waited too long, suffered too much, and lost more than words can express. The lives of many families depend on this. I am crying to you, please come to our rescue.

The emotional testimony has already begun to stir public sympathy and outrage, with many Nigerians calling for a thorough investigation into the operations of the Amnesty Programme and the plight of unpaid contractors who have suffered in silence for years.
