Dimensional Network Launches Exam Lab Access Project, Supports First Four Oyo Students

In a bold response to growing educational inequality in Nigeria, Dimensional Ambassadors for Leadership and Community Support Network (Dimensional Network) has officially launched its flagship education intervention, the Examination Lab Access Project (ELAP), beginning with the successful payment of examination fees for four financially vulnerable students in Oyo State.

According to data from the United Nations Children’s Fund (UNICEF), Nigeria has one of the highest numbers of out-of-school children globally, with over 10 million children affected. While many initiatives focus on enrollment, thousands of students already in school are silently pushed out each year because they cannot afford examination registration fees.

National data from the National Bureau of Statistics shows that over 40% of Nigerians live below the poverty line, making education-related costs a significant burden for families. For many low-income households, examination fees for critical assessments such as WAEC or NECO can determine whether a student progresses or drops out.

According to recent data, Oyo State has one of the highest proportions of out-of-school children in the Southwest, with nearly 21% of children aged 6–15 out of formal education, significantly above the national average and an estimated 360,000 children not enrolled in school. These figures underscore the urgent need for targeted interventions to support access and retention in school.

While government policies have removed some barriers, hidden school costs such as uniforms, books, and crucially, examination registration fees continue to disproportionately impact low-income families, increasing the risk that motivated students are pushed out of the system before critical assessments.

ELAP was established to bridge this gap ensuring that no student is prevented from sitting for exams like WAEC, NECO, or other essential assessments due to financial hardship. By covering these fees, the initiative directly addresses one of the most decisive linchpins in a student’s educational progression.

Speaking at the launch, the Director General of Dimensional Network, Amb. Akintayo Oluwatobi, emphasised the long-term impact of the intervention:
“Access to exams is more than sitting a paper, it determines progression, certification, and lifetime opportunity. We celebrate these first four students today, but our vision is to scale to hundreds more, especially where the need is greatest.”

ELAP’s phased rollout will prioritise vulnerable communities across Oyo’s local government areas, focusing first on students whose exam participation might otherwise have been at risk.

The organisation is calling on Public and private sector partners, Philanthropic groups under CSR initiatives, Community leaders and civil society actors to join in expanding ELAP’s reach and impact.
Dimensional Network reaffirmed its commitment to measurable outcomes, transparent reporting, and collaborative partnerships to reduce educational barriers state-wide and nationally.
