President Bola Ahmed Tinubu has withheld his assent to the National Assembly Library Trust Fund (Establishment) Amendment Bill, 2025, citing legal and financial concerns.
In a letter to the Speaker of the House of Representatives, Tajudeen Abbas, Tinubu said the bill, though well-intentioned, contains provisions that conflict with existing federal laws and government policies.
“While the bill pursues commendable objectives, some of its provisions are inconsistent with established laws and policies of the Federal Government of Nigeria,” Tinubu wrote.
He flagged issues with the proposed funding system, taxation of federal entities, public service remuneration, and age and service limits, warning that signing the bill in its current form could set a “problematic legal precedent.”
The President urged the lawmakers to revise the bill to fit constitutional and fiscal standards.
The amendment aims to expand the National Assembly Library Trust Fund’s scope and propose new ways to fund it.
With the President’s rejection, the bill now returns to the National Assembly for possible revision or override.
