FULL LIST: ICPC Discloses Items Allegedly Recovered From El-Rufai’s Abuja Home

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has released a detailed inventory of documents and electronic devices it allegedly recovered from the Abuja residence of former Kaduna State Governor, Nasir El-Rufai, during a search carried out last month.

The disclosure was contained in court filings before the Federal Capital Territory High Court, where the anti-graft agency is opposing a N1bn fundamental rights enforcement suit filed by the former governor.

El-Rufai is challenging what he described as his unlawful arrest, detention and the search of his home. However, the ICPC maintained that its operatives acted on a valid search warrant issued on February 18 and executed the following day between 1:37 pm and 3:56 pm at his residence located at 12 Mambilla Street, Asokoro, Abuja.

According to the commission, its officials were accompanied by personnel of the Nigeria Police Force, and the search was witnessed by El-Rufai’s wife, Hadiza El-Rufai, and his son, Mohammed El-Rufai.

Documents allegedly recovered
In its filings, the ICPC listed a wide range of documents said to have been retrieved from the property. These include investor account statements, asset declaration forms, certificates of registration for business entities, corporate compliance records and client know-your-customer files.

The commission also claimed to have recovered documents linked to the African Democratic Congress welfare secretary, records of domestic and foreign loans approved by the Kaduna State House of Assembly between 2015 and 2023, and interim investigation reports involving El-Rufai and his associates.

Other materials allegedly seized include Ecobank Nigeria Plc share certificates, land ownership documents, student financial services papers, valuation reports, deeds of assignment, irrevocable Powers of Attorney covering multiple properties, Afri-Venture Capital Company documents, payment mandates, and media/publicity materials from the Office of the former governor.

Electronic Devices
The ICPC further stated that several electronic devices were recovered and sealed for forensic analysis.

They include nine flash drives, one memory card, seven hard drives, multiple laptops — among them Apple MacBook Pro and Elumac Book Pro models — as well as mobile phones including Blackberry, Nokia N95, Toshiba, Samsung IDEOS and Google IDEOS devices. The inventory also listed 18 other devices and a Remarkable tablet with chargers.

The commission said all items were properly documented in a Device Documentation Form capturing serial numbers, types, storage details and accessories. It added that the process was witnessed by Hadiza El-Rufai, Mohammed El-Rufai, Ajibade Abiodun and Asjuquo J.E.

The agency acknowledged that El-Rufai indicated in the documentation that he did not grant consent for access to any of the devices recovered from his home.

According to the ICPC, the materials will undergo forensic examination as part of ongoing investigations into alleged corruption and asset concealment.

Family Reacts
In a statement issued on Monday and signed by his son, Bello El-Rufai, a member of the House of Representatives, the former governor accused the commission of attempting to criminalise his silence during interrogation.

“Charge me if you have anything against me. You have had more than 2 years to investigate me. Take me to court, please,” the statement quoted him as saying.

The family maintained that his silence was a constitutional right and not evidence of wrongdoing, describing efforts to draw adverse conclusions as reflecting an “inquisitorial mindset”.

They also disputed the scope of the items allegedly recovered.

“We were present when these items were seized. No equipment other than old discarded personal mobile phones… storage devices like flash drives and laptops… were seized from the property,” the statement read.

The family further alleged that the search warrant was invalid and fraudulently obtained, adding, “Our lawyers have challenged this illegitimate warrant in a court of competent jurisdiction.”
